The Family Compass – A Guide to Financial and Non-Financial Support for Parents

The “Family Compass” is a practical guide for parents and families who want to find information in one place about their rights, financial assistance, services, and other forms of support available to them in Serbia.

The catalogue covers entitlements available at the national level, as well as additional measures provided by cities and municipalities. Particular attention has been paid to clearly distinguishing verified information for 2026 from entitlements and measures for which current amounts, eligibility criteria, and deadlines should be further confirmed with the relevant local authorities.

The guide provides information on parental and child allowances, benefits related to childbirth and childcare, support for purchasing a first home, the Alimony Fund, social assistance, and other entitlements. The catalogue also includes an overview of selected local measures in Belgrade, Novi Sad, Subotica, and Čačak, as well as instructions on how to check which entitlements are available in other cities and municipalities.

A particularly useful section of the publication is a ready-to-use template for submitting an enquiry to local authorities. Parents can use it to request a complete and up-to-date list of financial and non-financial entitlements and services available in their city or municipality, including eligibility criteria, deadlines, and required documentation.

The aim of the “Family Compass” is to help families navigate the support system more easily and enable them to find out more quickly whom to contact, what support they may be entitled to, and where to verify their rights.

The publication was developed as part of the project “Family Compass – Empowering the Modern Family through Digital Access, Intergenerational Connections, and Community Support”, with financial support from the Ministry of Family Welfare and Demography.
